The Punjab council of ministers decided to move the bill to set up 'Punjab State Farmers and Farm Workers Commission' in the ongoing three-day Vidhan Sabha session. Once cleared, the bill will pave the path for constituting a five-member commission to frame agriculture policies and protect farmers' rights
Objective: The main aim of establishing the commission is to increase the efficiency and economic sustainability of rural economy.
Composition: The commission is proposed to be headed by a nominated chairperson, who would be accorded the rank of a cabinet minister. The commission's chairperson would be selected amongst the progressive farmers with at least a graduation degree or amongst the eminent agriculture scientists. Apart from the nominated chairperson and a member secretary, the commission would have vice-chancellors of the Punjab Agriculture University at Ludhiana and the Guru Angad Dev University of Veterinary Sciences at Ludhiana, and additional chief secretary development as its ex-officio members. The advisory council of the commission would consist of more than 15 members, out of which seven will be progressive farmers and one each from the food processors, agri-machinery manufacturers and agri-entrepreneurs, academics and agriculture scientists.
Functions: The body would have to frame agriculture policies and deliberate upon other matters referred to it by the state government. With an initial corpus fund of Rs 25 crore, the commission would be given a grant of Rs 5 crore for next five years by the state government. The commission's report would be tabled in the assembly and the state government would have the powers for framing commission's rules. The commission would also collect and analyze data and recommend measures with respect to market interventions, adoption of new technologies for agricultural production, value addition and promotion of cooperatives for delivery of goods and services.
