Security refers to the state of being free from danger or threat. In context of human existence, the concept of security would therefore imply a multitude of facets belonging to socio-economic-politico and legal realm, which together ensure growth and progress of mankind. When any of the factors belonging to any of the realms is lacking, human security is put to risk.
From the point of view of nation state, the concept of security is a broad concept that requires expert knowledge of various fields so as to ensure holistic development of mankind. The risk may manifest in different forms such as armed conflict, discrimination, death, starvation, disease, communal violence, fundamentalism, terrorism, cyber warfare, water war etc. wherein the powerful tries to impose his will on the weaker thus giving rise to regional tensions or class and caste differences.
Regionalism and Underdevelopment:
The people living in pockets of under-developed regions in India resort to violence when the government fails to fulfill the promises it made to them repeatedly. The feelings of deprivation force such people to take up arms. The Naxalite movement based on the ideology of communism has been conceived because of deprivation of basic human rights and in turn has become a security threat to the very existence of nation state as foreign powers such as China tend to capitalize on the brewing discontent amongst people to further spread disharmony and hatred. China would benefit as India remains embroiled in internal discontent and fails to channelize investment in productive avenues that generate wealth and employment opportunities.
Food security:
Food scarcity and hunger amidst plenty are potent reasons of death, malnutrition and discontent among people which not only hampers the optimum utilization of existing labour force but also dangers the quality of future additions to the demographic dividend. Poor health reduces immunity and makes man prone to infectious and communicable diseases which in turn reduces his ability to work and thus erodes potential additions to GDP of the nation. Loss is also incurred in form of expenditure on medical bills which otherwise could have been channelized into productive avenues such as agricultural assets. In order to ensure food security to every citizen, reforms in the agricultural sector intend to provide crop insurance, livestock insurance, timely and adequate credit facilities to the farmers via Kisan Credit Cards (KCC), establish warehouse facilities as well as abolish APMC Act so as to promote price discovery. These reforms and many more will ensure that human assets of the nation remain healthy and contribute their best in development of the nation.
Water Security:
The availability of fresh water is abundant yet scare in terms of spatial distribution. North India has perennial rivers while south Indian rivers have an ephemeral water regime dependent on monsoonal rains. This uneven distribution of water resources has given rise to lop-sided development wherein urbanization has been faster in few regional pockets of India. Scarcity of water impedes agricultural development and thus areas where water table is poor remain uncultivated and are also not suitable for human settlements. It is in this context that Indian government endeavors to interlink the water abundant rivers with rivers having poor water regimes. For instance, Ken will be linked to Betwa, Godavari with Krishna along with development of canals.
Energy Security:
In order to live a decent lifestyle in the present digital age, availability to speedy and accurate information is need of the hour which in turn demands a minimum threshold of per capita energy availability. For instance, India’s agricultural productivity is below international levels because of poor availability of farm power measured in kilowatt per hectare. Access to internet is poor due to shortage of electricity generation and transmission losses because of which citizens are unable to partake in government’s digital initiatives such as cashless banking etc. Thirdly, high dependence on imported crude oil to meet domestic needs puts excessive burden on India’s foreign exchange reserves which otherwise could have been used to import technical knowhow. Therefore, it is in this context that Indian government is encouraging the development of renewable sources of energy such as wind and solar. Investment in biofuels is being promoted which shall use agricultural residues such as molasses, bagasse along with sugar beet, sugarcane, jatropha, pongania etc. to produce alternative sources of energy to reduce dependence on crude oil consumption. Furthermore, if India is to prosper economically, investment in manufacturing sector needs to be promoted which in turn requires uninterrupted supply of electricity. In order to meet this objective and reduce dependence on thermal power plants, sources of nuclear energy need to be developed.
Environmental security:
Another important facet of security is environmental protection and conservation which cannot be exploited beyond it’s carrying capacity or else the complete ecosystems would be lost forever. The incessant use of fossil fuels and deforestation to support urbanization has resulted in global warming, land degradation, desertification, spread of tropical diseases to temperate regions along with loss of genetic and species diversity. Though the World nations have signed a number of conventions to regulate and safeguard the environmental resources, yet the world faces the danger of rising sea levels, melting of glaciers, unpredictable weather patterns and extinction of animal species. As Earth will lose its genetic and species diversity, existing flora and fauna will also lose its ability to adapt to changing abiotic and biotic conditions thereby rendering human existence in peril.
Economic and Social Security:
Economic and social security entails the availability of employment opportunities which shall empower the people to earn a decent living as well as save for their retirement. This requires the construction of enabling infrastructure such as multi modal transport system, container terminals, warehouse and storage facilities that will reduce the time and cost of transit thereby making Indian goods globally competitive. It is in this regard that government of India has undertaken various infrastructure projects such as Dedicated Freight Corridors (Industrial Corridors), Diamond Quadrilateral, Golden Quadrilateral, Sagarmala project to modernize sea ports etc.
These economic initiatives will provide an enabling environment to investors and thus generate meaningful employment at scattered locations across the length and breadth of the country thereby providing an individual with job opportunity close to his dwelling place. This will prevent distress migration and safeguard family as an institution which forms the most basic building block of society and nation.
Cyber Security:
The fourth era of industrial revolution dubbed as the ‘Information Age’ requires safeguarding the cyber space from data theft by preventing unauthorized access by hackers using techniques such as phishing, spoofing, virus and malware implantation etc. Secondly, the government’s project to digitize the biometric information of its citizens via Aadhar has raised concerns about the safety of digital data which if falls into wrong hands would for certain wreck the nation’s economy. Thirdly, the provisioning of basic utility services by government via the medium of internet requires the availability of adequate bandwidth at all times in all regions of the nation to all citizens as an essential pre-requisite. Fourthly, as foreign owned social media websites gain ground in India, their misuse to spread hate messages and fundamentalist ideology against a person or nation needs careful vigilance. In order to safeguard our cyber space, it is essential that these foreign firms are asked to relocate their servers in India which will enable Indian authorities to intercept hate messages originating in India. It is for this purpose that India has announced its Cyber Security Policy in year 2013 which urges all economic entities operating in India to adhere to certain cyber prescriptions.
Trafficking:
When social fabric of the nation erodes, on account of loss of family values, broken families, unavailability of employment opportunities etc. people resort to unethical ways of earning money such as child trafficking, sex trafficking, commercial surrogacy etc. Such activities are detrimental to the existence of a nation and cause problems of law and order, creation of black money and parallel economy.
