When the balance of power tilted in favour of USA after the disintegration of Soviet Union the non –state violent actors have mushroomed and pose a threat to world peace. This balance of power has shifted to balance of terror as the threat of the state sponsored terrorism looms large in 21st century. Presence of erstwhile USSR in Afghanistan for almost a decade (80-88) and USA presence from 2001 to 2015 have changed the geo-politics of this region. Afghanistan and Iraq crisis followed by a series of incidents taking place in the region coupled by Arab Spring has left political masters and international community lurking for peace.
Afghanistan which was once ruled by Taliban was attacked by USA led coalition (ISAF) International Security Assistance Force and the dawn of 21ST Century brought so many nontraditional security threats to the region and to Global security as a whole. The major threat due to human migration has resulted in the demographic invasion of Europe and changed the Demographic fabric of Eurasia
Migration and Insecurity
Migration encompasses security issues along a number of axes. It includes people who move both within and across national boundaries, internal and international migrants respectively. It refers to people moving out of choice and those who are forced to move, and people moving for Security, political, economic, social and environmental reasons, or a combination of these factors. It also includes people at all stages of the migration cycle – from departure through living and settling abroad to return, as well as their experiences en route, for example in transit countries. This type of migration can be categorized as Forced migration.
Another aspect of this Demographic invasion is that, not only genuine sections who suffer cross over the borders but the infiltrators also sneak in to borders. This kind of migration not just changes the demography of the region but also has direct impact on ethnic, cultural, communal and religious structure.
Paris attacks proved that Migration can also lead to infiltration of Non-State Violent Actors who not only attacked Paris but the blast affect of the grenades was heard all over the Globe. This attack has further forced the European nation intentions to embrace the refugees arriving from Syria and other terror effected nations. The civilian population which is a victim of their own terror groups also suffers loss of men and material when attacked by the coalition or Russia.
Human Rights watchdog of UNO has lot of work in hand to be done on this multi dimensional threat so that the Human Security world over is not compromised and the world should become a better place to live. We hope that the migration or the refugee influx trend results due to war, repression or poverty be addressed as a common Global threat. Failing which the damage to international peace and security in 21st century will be unimaginable and the world community should be ready to face the consequences.
