The advent of ICT has revolutionized the connection between people and state. The primary objective of present day democratic setup is to frame policies for the welfare of the people so as to empower them, provide them opportunities of status and employment and meet their requirements of information that will enable them to take effective and informed decisions. It is in this regard that penetration of broadband and rising tele-density will empower our elected representatives to discharge their responsibilities and duties effectively and be in constant touch with their electors.
Enhanced accountability and transparency
The elected representatives of our polity bureau can get in direct touch with the masses using the digital initiative that ensures quicker dissemination of public initiatives taken by the government. For instance, mygov.in web initiative of the incumbent government of India is being used as a digital platform to evoke suggestions from the common man on matters of public policy. ‘Vidyut Pravah’ web-portal gives live information regarding the supply of electricity at different nodes of India’s smart grid. The use of smart apps on google play store to disseminate public services has enhanced the accountability of government functionaries. Hitherto, it was the weak last mile delivery mechanism that created a hiatus between the government and the people. This is now being gradually addressed with rising tele-density and broadband penetration.
Smart delivery of services:
The dissemination of State services via the digital network over smartphones, suo-moto disclosure of information under RTI Act on websites, digitization of land records, birth, death and marriage certificates along with an online grievance redressal system hastens the delivery of essential services to the common man and thus upholds accountability of the state administration towards the people.
In this regard it is essential that the new generation of elected representative is tech savvy and encourages the adoption of digital services as instruments of last mile connectivity. The launch of Pragati platform by Modi to oversee the developmental process in different States of the country is a noble initiative that will apprise him of ground realities and take informed decisions in a time bound manner. Similarly the launch of Unified Payment interface by RBI will make processing of online payments faster and enable transition to cashless society thereby elimination the threats of fake currency notes and black money. The platform of Aadhar has ensured failproof transfer of subsidies to the intended beneficiary and thus enhanced credibility of the elected representative for promoting such noble initiative. E-filing of FIR will enhance accountability of the State institutions like police and judiciary and thus bring in transparency in working structure of the government. Government representatives are also taking cognizance of people's grievances on social media networks like Twitter wherein the speedy response bolsters citizen's faith in the elected representative.
