National Hindi Diwas: The National Hindi Diwas is recognised every year on 14th September to propagate Hindi language and its cultural heritage and values. It is celebrated to mark adaptation of Hindi language as the official language of India by the Constituent Assembly on 14th September 1949. Under Article 343 of the Indian Constitution, Hindi written in Devanagri script was adopted as the official language.
Payment of Gratuity (Amendment) Bill, 2017: According to the amendment, the maximum limit of gratuity of employees in Public Sector Undertakings, Autonomous organisations under Government, Government Organisations and Private sector has been increased. At present the upper ceiling of gratuity amounts to Rupees 10 lakh. This has been increased to Rupees 20 lakhs under the 7th central pay commission.
Project Insight: The Union Finance Ministry is planning to launch ‘Project Insight’ from October 2017 to monitor high value transactions and detect tax evaders unsing technology with a view to curbing circulation of black money. It will use data mining, big data analytics to scoop out tax evaders from social media platforms to deduce mismatches between spending pattern and income declaration.

International Affairs

Chakma, Hajong Refugees: The Home Ministry will soon grant citizenship rights to nearly 1 lakh Chakma and Hajong refugees who came from erstwhile East Pakistan five decades ago. Chakma and Hajongs were origninally residents of Chittagong Hill Tracts in erstwhile East Pakistan. Chakmas are Buddhist by faith and Hajongs are Hindus.
Operation Insaniyat: Ministry of External Affairs has started Operation Insaniyat to provide assistance to Bangladesh in response to humanitarian crisis being faced by it due to large influx of Rohingya refugees from Myanmar. Rohingyas are stateless ethnic minority, mostly Muslim, from Rakhine province of Buddhist Myanmar who are forced leave their country due to communal violence and repeated military opeations. Under Operation Insaniyat, material relief will be provided in multiple consignments to Bangladesh.
Global Human Capital Index 2017: According to World Economic Forum Global Human Capital Index 2017, India has been ranked at a low position of 103 out of 130 countries. The GHCI measures country’s ability to nurture, develop and deploy talent for economic growth against 4 key areas of human capital development, capacity, deployment, development and know-how. The top 5 countries in GHCI 2017 are Norway, Finland, Switzerland, United States and Denmark. The rank order in BRICS is Russia, China, Brazil, South Africa and India. The rank order in SAARC is Sri Lanka, Nepal, India, Bangladesh and Pakistan.
Chennai-Vladivostok sea route: India is planning to launch major connectivity initiative, connecting Chennai to Vladivostok in Russia via sea route with an aim to harness natural resources from Northeast Asia and Western Pacific region. It is seen as India’s effort to counter One Belt One Road Initiative of China. It will reduce the cargo shipment time to Russia from present 40 days through St. Petersburg to 24 days through Vladivostok.

India-Japan Open Sky Agreement: India and Japan have agreed to ink open sky agreement to allow airlines from both countries to operate unlimited number of flights. The agreement is being signed in accordance with National Civil Aviation Policy 2016. It will lead to better connectivity and passenger travel between two countries besides reduction in airfares between two countries. NCAP 2016 allows government to enter into ‘Open Sky’ agreement on reciprocal basis with SAARC nations as well as countries with territory located entirely beyond 5,000 kilometres radius from New Delhi. So far, India has singed Open Sky agreement with Greece, Jamaica, Guyana, Czech Republic, Finland, Spain and Sri Lanka. India also has a bilateral Open Sky agreement with US since 2005 and with 10-members from ASEAN since 2003.
Dairy Processing and Infrastructure Development Fund: The CCEA has approved the DIDF or Dairy Processing and Infrastructure Development Fund scheme to boost dairy sector. The Fund will be managed by the National Dairy Development Board (NDDB). Under the scheme, the loan provided under the scheme will be used for efficiency in milk procurement system and other processing infrastructure.
Bharat Petroleum all set to get Maharatna status: At present Navratna company – Bharat Petroleum – is all set to get the Maharatna Status. For being a Maharatna a company should fulfil to have a navratna status, average annual turnover of more than Rs. 25,000 crore during past 3 years, average net worth of more than Rs. 15,000 crore during last 3 years, average annual net profit after tax of more than Rs. 5,000 crore during last 3 years besides having significant global presence and should also be listed on Indian Stock exchange with minimum prescribed public shareholding limit under SEBI regulations.

Astra Missile: It is an air to air beyond visual range indigenously developed missile. It is a single stage solid fuelled missile. It is a radar homing supersonic missile having maximum speed of Mach 4. It was recently in news because the IAF has successfully conducted the trials of Astra Missile.
Pluto Mountains named after Norgay and Hillary: The International Astronomical Union has named two mountain ranges on dwarf planet Pluto as Tenzing Montes and Hillary Montes after Tenzing Norgay and Edmund Hillary. Norgay, an Indian-Nepali Sherpa, and Edmund Hillary, New Zealander mountaineer, were the first to reach the summit of Mount Everest and return safely in 1953. International Astronomical Union is the association of astronomers who are active in professional education and research in astronomy founded in 1919.

Arjan Singh: The sole Marshal of Indian Air Force, Arjan Singh, passed away recently at the age of 98. In 2002, on the occasion of Republic Day, he was granted honorary rank of Marshal, highest military rank attainable, which before him only two Army chiefs had achieved – KM Cariappa and Sam Manekshaw. He is the first and the only ‘Five Star’ rank officer with the IAF. He was awarded Padma Vibhushan for his efforts in India-Pakistan war.
