Presenting itself as the “biggest victim of Pakistan-sponsored narcotics terrorism”, Punjab has approached the Centre for special category status under the National Health Protection Scheme that guarantees financial cover up to Rs 5 lakh to 10 crore vulnerable families listed in the socio-economic caste census. The drug menace has gripped different sections of Punjab’s society irrespective of caste, creed, religion and economic status. The drug abuse prevails more in border districts like Ferozepur, Tarn Taran, Gurdaspur and Amritsar. The Punjab youth who are the future of the state are becoming victims of narco-terrorism, which is impacting the economic growth of the state. Punjab has emerged as the biggest victim of a proxy war waged against it by Pakistan, for which Pakistan has used drugs as its silent weapon.
Special vs general category: Special category states such as Jammu and Kashmir, hilly and northeastern states get 90 per cent Union Government funding in central schemes as against 60 per cent for general category states. The same applies to NHPS. Punjab has said yes to joining the scheme, but has not yet signed a related MoU with the Centre to operationalise it.
