National disaster management authority has launched common alert protocol from shimla distt. The system will able to furnish information about any calamity in any corner of the state by sms, voice message, tv, radio.
About common alert protocol :
The Common Alerting Protocol (CAP) is an XML (extensible markup language ) -based data format for exchanging public warnings and emergencies between alerting technologies. CAP allows a warning message to be consistently disseminated simultaneously over many warning systems to many applications, such as Google Public Alerts. CAP increases warning effectiveness and simplifies the task of activating a warning for responsible officials.
The text messages about rainfall forecast were developed and sent to selected areas of three districts i.e. Sirmaur (Nahan), Kangra (Dharamshala) and Kinnaur (Reckong Peo). An earthquake preparedness message of Drop, Cover and Hold exercise was also disseminated in Chhotta Shimla area (H.P. Secretariat) through the CAP platform.
The CAP has been developed by the NDMA and department of Telecommunications for target based early warning and alert system.
The pilot testing was successfully done from the State Emergency Operations Centre (SEOC) located at H.P. Secretariat, Shimla. The alerts were received on more than 58,000 Reliance, JIO and BSNL subscribers in the areas of three districts and Shimla Secretariat during the pilot testing.
National Disaster Management Authority FORMED 2005 H. Q. DELHI abbreviated as NDMA is an agency of the Ministry of Home Affairs whose primary purpose is to coordinate response to natural or man-made disasters and for capacity-building in disaster resiliency and crisis response. NDMA was established through the Disaster Management Act enacted by the Government of India in may 30 2005. The Prime Minister is the ex-officio chairperson of the same . The agency is responsible for framing policies, laying down guidelines and best-practices and coordinating with the State Disaster Managemet Authorities (SDMAs) to ensure a holistic and distributed approach to disaster management.
