Demand for tougher laws to check illegal mining
The issue of illegal mining resonated in the state Assembly. It is not for the first time that the issue of illegal mining in Nurpur sub division of Kangra district that borders Pathankot district of Punjab has come to the fore. Earlier the Himachal High Court had banned mining in the area. The road link between Punjab and Himachal, the bridge over Chaki river, had collapsed to allegedly due to illegal mining. The railway bridge over Chaki river was threatened due to illegal mining. A host of departments, including the Indian Air Force that has its airbase near Chaki river, the IPH department that has its drinking water schemes and others have written against illegal mining in the river.
The Kangra police had been demanding tougher laws to counter illegal mining. SP Kangra, Sanjeev Gandhi had carried out a campaign against illegal mining along border areas of the district along Pathankot district of Punjab. In this campaign a lot of JCB machines and tippers being used in illegal mining were confiscated.
However, under the existing Mines and Minerals Act of Himachal, vehicles and machines being used for illegRs 5 lakh has to be paid now as the govt has increased the penalty, though nobody has been penalised so far. al mining can be released after paying fine prescribed under the Act. Under the old laws the confiscated JCB machines and tippers are released after an imposition of a maximum fine of Rs 25,000.The amount of fine is negligible vis-a-vis the profits accruing in illegal mining. The present BJP government increased the fine that can be imposed against illegal mining up to Rs 5 lakh. Though on papers the amount has been increased just Rs 50,000 fine has been imposed in four cases of illegal mining in Nurpur area.
