Ranchi is to be declared a smoke-free district on October 2 to commemorate the birth anniversary of Mahatma Gandhi, but the exercise may end up being another perfunctory one given that no ban is being imposed on the sale of tobacco.Prohibiting smoking in public places, a law already existing under the Cigarettes and Other Tobacco Products Act (COTPA), 2003, will be reinforced at block level but could not clearly say how especially when the maximum penalty for an offender is only Rs 200.
Background :-
Punjab has become first state in India, to completely ban the sale of loose cigarettes (even as single sticks) and loose tobacco. State government had banned the sale of loose cigarettes and tobacco under Section 7 of the Cigarettes and Other Tobacco Products Act, 2003 (COTPA Act, 2003).
COPTA ,2003:-
There are around 275 million smokers in India. Approximately half of the people die in the middle age (35 – 69 years) due to the ill effects of smoking. Tobacco also has a huge damage on the health of the people of India. Around 900000 people in India are killed in a year due to the effects of tobacco use.
India has a population of around 1 billion, of which there are around 275 million tobacco users at present. To combat with the issue of increasing cigarette and tobacco users, the Government of India has initiated certain measures.
