First of its kind Centralised Police Control Room to be set up in Panchkula

Haryana Government has decided to set up a Centralised State Emergency Response Centre (CSERC) at Police Headquarters, Panchkula to swiftly deal with all type of emergency.

Facts :

• This service is launched by Chief Minister, Mr. Manohar Lal, on the birth anniversary of Pandit Deen Dayal Upadhyaya on September 25, 2017 and would be functional by November 2018.
• Centralised State Emergency Response Centre (CSERC) will be spread over 2.6 acres and is built at an estimate cost of Rs 153 crore.
• The CSERC would provide for a centralised telephone number for all types of emergency complaints concerning police, fire, health and road accidents.
• The people could request this service by dialling 100 or 112 through mobile or landline. Calls from the entire State would land in the Centralised Control Room, which would be manned by about 35 to 40 call- takers.
• The work for the setting up of CSERC and District Emergency Response Centres (DERCs) has already been started by Haryana Police Housing Corporation.
• A training programme of 40 to 45 days would be conducted for the officers in soft-skill and Dial 100 application.
• The project will also be integrated with fire services, ambulance ser-vices, disaster management, women helpline, banking security for cash van tracking, and other intelligence inputs.
• This system would later also be integrated with Facebook, Twitter and other social networking websites to increase its efficiency.
• The building would also have rain water harvesting system, solar power panels for light and fan loads, and
  energy conservation code.
• The CSERC would be directly linked with DERCs for dispatching calls to the nearest police vehicle. Callers dialling 100 or 112 would instantly get an SMS giving information about the vehicle assigned to the spot and also the name of the person in-charge.
• The Police Department has carried out comprehensive mapping of villages, towns, streets, highways and other important locations in the State and integrated these with the computerised system to help in locating the spot where the incident has occurred.
• All the police vehicles would be equipped with latest GPS devices having Mobile Data Terminals which would help capture the audio and images of the incident. This would help the Police in getting the accused convicted in courts.
• As many as one lakh CCTV cameras would be installed at various locations in the State and at the entry points of Haryana in Gurugram and National Highways Number I and 8 to keep a check on the movement of criminals and other anti-social elements.
• CM directed the officers to popularise :HarSamay portal of Haryana Police so that maximum people could avail this service.

Analysis :

• The Police Emergency Response System would give prompt, efficient, integrated and citizen-friendly emergency response to the public on issues of safety and security anytime and anywhere in the state.
• The State Government is committed to providing a safe and secure atmosphere to the people and as the Police was the face of the government so the personnel should maintain friendly attitude with the people.
• The police personnel to be appointed under Haryana 100 would be well educated and connected with information technology and they would be well versed with Haryanvi language and have knowledge of soft skills so that they do not face any problem in receiving call.
• The state will also ensure deployment of such trained officials in the centralized police control room as know most of the languages spoken in the country as well as abroad. This will help the residents of other states and foreigners in getting quick emergency response concerning safety and security.
• Information and communication technology (ICT) in policing make possible the collection, storage and rapid dissemination of information,it enhances public safety and reduces crime.
• When the environment is not suitable for human beingsfor gathering of information then CCTV systems can continuously do this work. This equipment can be used to see and observe different parts of a process from a central control room.
• Collected information from the video can be transmitted to the mobiles
  of police officers so that they can control the every situation and arrest the suspected persons from locations of large population gatherings.
• In a large geographical area which is very hard to check and administer the GPS is very useful to track a suspect vehicle, enable decision making regarding traffic routing and minimizing overcrowding and it provides information to know that whether the patrol units are near to respond to an
  emergency.
• This project will help to bring more crime to justice for the fair judgements with the help of a modern and efficient policing process.
• ICT not only promise to improve effectiveness and efficiency of the police force in controlling and detecting crime, this may also increase their professional qualifications, status and organisational legitimacy.
