Canadian University to setup satellite centre at Skill University Chamkaur Sahib

To develop Skill and provide job opportunities to the Youth of Punjab the Canadian University to setup satellite centre at Skill University Chamkaur Sahib.

Facts :

• Alberta State of Canada is interested in starting dual skill development programmes with the Punjab Government Technical Educational Institutes, Inder Kumar Gujral Punjab Technical University(IKGPTU) and Maharaja Ranjit Singh Punjab Technical University( MRSPTU).
• Both sides held preliminary talks regarding developing skill, starting dual skill development programmes and providing job opportunities in Canada to the Youth of Punjab.
• Alberta Government and Punjab Technical Education & Industrial Training and Employment Department both agreed to setup a Satellite Centre by the Canadian University at upcoming Guru Gobind Singh Skill University, Sri Chamkaur Sahib.
• The rules and regulation draft would be prepared to send Youth of the state to study abroad through Punjab Government’s web portal ‘Gahr Ghar Rozgar’.
• A delegation from Alberta State Canada would be visiting Punjab in Feburary, 2019 and the agreement to set up Skill centre would be signed with them during their visit.

Ghar Ghar Rozgar Yojana :

• The Punjab Government launched Ghar Ghar Rozgar and Karobaar Mission during the Employers Meet at Indian School of Business on 5th September 2017.
• Under this initiative Government of Punjab has provided employment opportunities to every youth of Punjab in different industries of Punjab.
• The initiative will also help the state government to understand the gaps and concerns of industry in the existing labour pool and tailoring the skill development and technical education programmes accordingly.

Analysis :

• Unemployment is the most challenging problem faced by Punjab.
• Even as India grew at a robust growth rate, employment was an issue. According to the survey by Labour Bureau, unemployment rate is 16.6 per cent as compared to 10 per cent for India as a whole.
• It’s because economic growth in Punjab has been very slow. Punjab set a benchmark for growth in India, but it missed the bus in 1990s, when it failed to create an enabling environment for attracting private investment and employment.
• Punjab needed to create enabling environment, infrastructure and world-class cities to attract investment.
• The Ghar Ghar Rozgar is an emergency step. But Punjab need to do much more to attract private investment in thrust areas like textiles and logistics.
• Public-private partnership in infrastructure building would be the ideal way to go ahead in Punjab.
• There is a paradigm shift in education sector, by providing e-education from world-class business schools and setup of skill centre by Canada Government in Punjab’s University is a right step in this direction.
