Context :-
Police will reach out to citizens across the state using voice SMSes to spread the word about online services available on its portal www.samadhan.jhapolice.gov.in launched about a year back under the digital initiative, Crime and Criminal Tracking Network & Systems (CCTNS).
State police has decided to rope in the services of cellular operators to prepare and generate voice SMSes that are estimated to reach as many as five lakh mobile users. The objective is to ensure that people do not have to visit a police station for minor work. The portal was launched with the same objective. But the portal is low on traffic. Through bulk SMSes police want to inform people that they can provide feedback, register complaints or put in requests through the portal.
Digital Police Portal :-
The portal is a smart policing initiative of the Government to provide services to citizens and aid efficient police investigation. It will help in realising Government’s dream of ‘Minimum Government Maximum Governance’.The police portal is a platform for citizens to file online crime related complaints and also request for antecedent verification. It will also provide 11 searches and 46 reports from the national database for state police and central investigation agencies.
Central investigating and research agencies also have been provided logins to the portal to access crime statistics.
CCTNS :-
The Crime and Criminal Tracking Networks and Systems, abbreviated to CCTNS, is a project under Indian government for creating a comprehensive and integrated system for effective policing through e-Governance. The system includes nationwide online tracking system by integrating more than 14,000 police stations across the country. The project is implemented by National Crime Records Bureau.
CCTNS aims to integrate all the data and records of crime into a Core Application Software (CAS), which is presently spreading across 29 states and 7 union territories of India. CAS was developed by the Bangalore based IT firm, Wipro. It needs to integrate different software and platforms followed by different states and to digitise records of those states which have not digitised their police records. The project also involves training of police personnel and setting up of citizen portal to provide services to citizen.
The Project will interconnect about 15000 Police Stations and additional 5000 offices of supervisory police officers across the country It will digitize data related to FIR registration, investigation and charge sheets in all police stations. It would help in developing a national database of crime and criminals The full implementation of the project with all the new components would lead to a Central citizen portal having linkages with State level citizen portals that will provide a number of citizen friendly services. The total outlay for the project is 2000 crore rupees, and also includes Operation and Maintenance phase for additional five years up to March 2022.
