‘Vermin’ means wild animals which are believed to be harmful to crops, farm animals, game or which carry diseases. Section 11 of the Wildlife (Protection) Act, 1972 empowers the chief wildlife warden of a state to permit “any person” to “hunt” a protected wildlife animal if he is satisfied that it has “become dangerous to human life or is so disabled or diseased as to be beyond recovery”. Another provision in the same section gives the officer the same power in case the wild animal becomes “dangerous to human life or to property (including standing crops on any land)”.Such a declaration paves the way for the killing of wild animals. However, declaring animal as vermin does not mean that it could be killed in the protected areas as it was still punishable under the Wildlife Protection Act and could only be gunned down if it enters an agriculture land.
Recent examples
Rhesus monkey declared vermin in HP Responding to the plight of locals and farmers, the Environment Ministry has declared the Rhesus Macaques monkey "vermin" in Himachal Pradesh for a period of one year, allowing their culling to control their population. The notification issued last month said that the state has reported damage to life and property including large scale destruction of agriculture by this species in areas outside forest. It said the government has "considered it necessary" to mitigate the damage to human life, crops and properties for ensuring conservation of wildlife in forest.
Wild boar declared vermin in Uttarakhand The Union Environment Ministry in February 2016 had declared wild boars as vermin for a year. A schedule-III species, wild boars have been actively contributing to the man-animal conflicts in Uttarakhand. An enthusiastic Uttarakhand government recently announced to even pay for bullets for killing wild boars, but it forgot to identify the root cause behind the rise in population of wild boars and the reason that brings them in direct conflict with humans. The basic reason behind the rising number of wild boars is lack of presence of predators in the areas. Wild boars can feed both on standing crop and on tubers like potatoes and others. Their physical movement is such that they can even get through solar fencing.
Other examples: Environment Ministry in December, declared blue bull, or nilgai, a vermin in Bihar. Even Goa said it wants to classify India’s national bird, peacocks, as vermin.
Methods to check vermin population There are two ways to put a check on the population of such vermins. The first is predators that prey on these animals and keep their presence in the areas inhabited by the vermin. Secondly on natural course, after a gap of a decade or more, some disease comes up and reduces the population of these species significantly.
