The role played by universities:
Universities are temples of learning where students from all walks of life with interest in diverse disciplines indulge in academics, research work, sports so as to better prepare themselves for a greater societal role as responsible stakeholders of the society. The university campus acts a microcosm of diverse cultures of India where different ideologies clash, engage in an enlightening debate and agree to disagree on points of conflict. Universities in India are an important playground to shape the leaders of future who would assume leadership role in different sectors of the economy with politics being one of the important domains. It is in this context that we shall debate the role played by universities in shaping the political leaders of tomorrow.
Formation of ‘students union’ as an ‘interest group’ is the stepping stone of voicing political ambition. Students as part of such unions learn to stand up for their rights, learn to voice their opinion, learn to debate, learn to associate with fellow beings while some emerge as leaders.
Participation in these unions is healthy as the discussions broaden ones understanding and horizon. It is therefore reasonable to agree that student unions play a positive role in furthering the interests of democracy, strengthening the democratic systems, governance and processes as well as provide a congenial environment for intermingling of different thoughts.
The students belonging to the modern generation and equipped with a rational bent of mind learn to question the rationality of the existing processes and principles which if outdated, become the topic of deliberations on the public platform.
But academics should not suffer:
Thus, prevalence of student unions is a healthy practice but it should not be at the cost of academics. Voicing of ideas and dissent is a fundamental right which even the students possess as this will help to shape their personalities, become thoughtful members of the society and learn to raise their voices for the betterment of society irrespective of a political career.
Indulging in disruptive activities and spreading disharmony in the campus is certainly an unacceptable act which disturbs the peaceful atmosphere of the temples of learning along with affecting the impressionistic minds of fellow beings whose thought process is still not well developed and is vulnerable to outside influence.
The recent agitation at JNU campus led by Hardik Patel disrupted the normal and peaceful functioning of the university campus. The media presence at the campus must have disturbed the concentration of the serious academicians. The mid night drama and arrests on the campus premises certainly disturbed the tranquility of the temple of learning. It is in light of these arguments that Subramanium Committee in the draft National Policy on Education recommended few measures to regulate such activities on campus of academic institutions.

Subramanium committee in the draft National Policy on education recommended that outsiders and those students who remain on campus beyond normal schedules for course should not be allowed to indulge in such activities as it has been observed that disruptive activities are led by outsiders and students who remain enrolled for many more years than what is mandated. Such students should also be prevented from staying in hostels beyond the normal duration of the course.
