Fidayeen attacks on Army and CAPF Camps and CBT – Way Forward
With the formation of coalition Government in J&K, it was perceived that some harsh methods would be used against Pakistan but retrospectively the number of ceasefire violations and CBT has seen an upward trend and despite of a tough stance by the Modi Government with Pakistan. Surgical strikes after URI attacks in which we lost 19 soldiers and injuring others has failed to deter Pakistan and suicide attacks on security camps and CBT have seen a rise in last year and this year as well. To teach a lesson to Pakistan and counter these threats multipronged planning needs to be followed on the following fronts:
Political: Centre and State
A clear cut strategy and coordination between the central and State government is must. The central government should work on two fronts Coercive: Since India is fighting a low intensity warfare and cross border terrorism is one of the major threats the effective counter terrorism measures need to be continued. Inclusive: Since the people of J&K are suffering since independence and due to prolonged militancy the development of the state has also suffered. The worst affected segment has been the common class who has been affected economically.
Separatists: Also due to the Separatists Calendar valley remains close due to band call by Hurriyat and other radical elements. The GOI has tried to involve these separatists in talk and establishing peace process but their agenda is to mislead people of J&K and keep this issue alive. An all party delegation from 22 different parties visited J&K and met all stake holders but nothing concrete has come out. Home grown terrorism: The major area of concern is the youth of J&K joining Terrorist organizations. The GOI should look in to the factors motivating them and involve the youth in nation building and channelize their energy for economic prosperity of the state.
Politico-Military: As we are facing a proxy war and the deployment of Indian Army to fight this low intensity conflict has been instrumental in containing the militancy in the state. Under Operation All Out Army has neutralised more than 250 militants in 2017 in which around 150 were foreign militants. J&K is a political problem and seeking solutions only through military will further complicate the issue rather than resolving it. Local residents of valley are also against AFSPA as they are against the deployment of the army.
Border Management and improving infrastructure at border and Army camps is another area which has to be seriously undertaken.
Financial Embargo: Recent raids of NIA has established link between transnational organized crime and Terrorism. The money laundering cases in which some Hurriyat leaders are involved are under investigation. According to a data money worth crores of rupees is pumped in as FICN, Which is further paid to the leaders who engage in stone pelting and mob violence. Role of Media: Media specially the social media should be managed by the Government to counter the morphed and false propaganda done by Pakistan to destabilize the peace process in the valley. India should manage to change the public perception of Pakistan in minds of youth and show the real face of the radicalize element brainwashing the youth.
Pakistan-India Relation : GOI should try to contain Pakistan bilaterally and through international pressure by exposing Pakistan as terror export centre and also indulge in CBM’s with Pakistan.
N-CARD: Kashmir is considered to be the flashpoint of next nuclear war which can escalate in to WW III as three of immediate neighbours possess nuclear weapons, diplomatically India should break the Pak-China axis through maintaining good and cordial relations with Pakistan.
