While reservation is an effective tool for social mobility, we cannot remain oblivious to the fact that it has strengthened and institutionalised a caste-based identity.Dr. Ambedkar had himself said that reservation cannot be for an unlimited time, but due to vested interests, no authority or organisation has been willing to judge the efficacy of reservation in terms of enabling its intended benefits and examining its percolation to the marginalised sections.
Issues and analysis-
1.The growing demand for reservations from various communities stems from two kinds of failure, one is developmental issue and the other is political issue. 2.As the share of services and industry in the economy goes up and that of agriculture goes down, communities whose prosperity and social dominance was derived from land-holding see their fortunes decline, in relation to those of other communities. 3.Failure to produce enough jobs to accommodate the aspirations of rural youth to move into urban jobs breeds frustration, especially as the policy of affirmative action secures jobs and the educational attainment needed to get those jobs for small sections of the society. 4.Indian politicians have failed by presenting reservations as a panacea and by patronising absenteeism and rampant inefficiency and fraud in the educational apparatus.
What can be done-?
1.Investing in infrastructure, promoting entrepreneurship and efficient financial mediation while maintaining macroeconomic stability in a globalising world is the way to create jobs. 2.Addressing both political and developmental issues is the long-term solution to the growing queue of communities seeking statutory reservation in jobs and higher education.
Conclusion-
The issue of reservation in India has been one of the critical and became political tool in the hands of politicians. This issue and agitations are result of failure from political and developmental aspects, which needs to be addressed immediately. For that government should invest on infrastructure, promote entrepreneurship will create more jobs.
