Dalit discontent has been piling up in the recent years.The most significant aspect of the widespread dalit protests across the country against the deemed dilution of the Scheduled Castes and Tribes (Prevention of Atrocities) Act by a Supreme Court order, is the firm, unequivocal assertion of their right to humanity by one of the world’s most oppressed groups.
Dalits in India have suffered atrocities since ancient times. The recent protests by Dalits all over the country signifies the rising anger of the community because of lack of fulfilment of Schemes on ground levels.
Promises made to Dalits :-
1) Constitutionally : The Constitution provides them with Right of Equality and Justice along with Special Reservations in Education and Employment for their inclusion in Main Stream.
2) Legal : Indian Laws provide their safeguards against any atrocities and Discrimination and Special Courts to hear pleads on Actions against them.
3) Current : The Union Government in 2014 Election Manifesto promised Social Empowerment through Education,Entrepreuneurships and Skill Development, and Also Prevention of atrocities against the Communities.
Steps taken by Government to Empower Dalits :-
1) Scholarships for ST/SC Students at Pre-Matric,Post-Matric Levels.
2) Self Employment Scheme for Rehabilitation of Manual Scavengers.
3) Credit Enhancement Guarantee Scheme for Scheduled Castes.
4) Pradhan Mantri Adarsh Gram Yojana.
5) National Commision for SC was formed to protect the Rights of SC.
Advantages of these Schemes :-
1) The Schemes has lead to increase in enrolment of Students of Vulnerable Sections of the Society in Schools and Government Jobs.
2) The Schemes have Filled up the gap between the Society and Vulnerable Sections.
3) The Schemes have Opened new Possibilities of Economic Independence of Dalits in the country.
Challenges faced :-
1) NCRB Data have Shown considerable increase in Atrocities on SC/STs in 2016 and 2017.
2) Lack of Release of Funds for Government's beneficiary Schemes and Plans such as Special Component Plan.
3) The recent SC's Revision of Prevention of Atrocities Act has created an atmosphere of Discontent among ST/SCs.
4) National Commision being only recommendatory body, Government does not pay heed to it.
The need of hour is Implementing of Schemes and Policies at ground levels and timely release of funds to ensure proper development of Vulnerable Sections of the Society.Dalits violence and anger against the atrocities represents the initial sparks which might flare up into mass struggle if timely remedial measures are not taken.
